Monday view: Paulson re-activates secretive support team to prevent markets meltdown
By Ambrose Evans-Pritchard Last Updated: 12:09am GMT 30/10/2006

Judging by their body language, the US authorities believe the roaring bull market this autumn is just a suckers' rally before the inevitable storm hits.

Hank Paulson, the market-wise Treasury Secretary who built a $700m fortune at Goldman Sachs, is re-activating the 'plunge protection team' (PPT), a shadowy body with powers to support stock index, currency, and credit futures in a crash.

Otherwise known as the working group on financial markets, it was created by Ronald Reagan to prevent a repeat of the Wall Street meltdown in October 1987.

advertisementMr Paulson says the group had been allowed to languish over the boom years. Henceforth, it will have a command centre at the US Treasury that will track global markets and serve as an operations base in the next crisis.

The top brass will meet every six weeks, combining the heads of Treasury, Federal Reserve, Securities and Exchange Commission (SEC), and key exchanges.

Mr Paulson has asked the team to examine "systemic risk posed by hedge funds and derivatives, and the government's ability to respond to a financial crisis".

"We need to be vigilant and make sure we are thinking through all of the various risks and that we are being very careful here. Do we have enough liquidity in the system?" he said, fretting about the secrecy of the world's 8,000 unregulated hedge funds with $1.3trillion at their disposal.

The PPT was once the stuff of dark legends, its existence long denied. But ex-White House strategist George Stephanopoulos admits openly that it was used to support the markets in the Russia/LTCM crisis under Bill Clinton, and almost certainly again after the 9/11 terrorist attacks.

"They have an informal agreement among major banks to come in and start to buy stock if there appears to be a problem," he said.

"In 1998, there was the Long Term Capital crisis, a global currency crisis. At the guidance of the Fed, all of the banks got together and propped up the currency markets. And they have plans in place to consider that if the stock markets start to fall," he said.

The only question is whether it uses taxpayer money to bail out investors directly, or merely co-ordinates action by Wall Street banks as in 1929. The level of moral hazard is subtly different.

Mr Paulson is not the only one preparing for trouble. Days earlier, the SEC said it aims to slash margin requirements for institutions and hedge funds on stocks, options, and futures to as low as 15pc, down from a range of 25pc to 50pc.

The ostensible reason is to lure back hedge funds from London, but it is odd policy to license extra leverage just as the Dow hits an all-time high and the VIX 'fear' index nears an all-time low – signalling a worrying level of risk appetite. The normal practice across the world is to tighten margins to cool over-heated asset markets.

The move is so odd that conspiracy buffs are already accusing SEC chief Chris Cox of juicing the markets to help stop the implosion of the Bush presidency.

As it happens, I used to eat Mexican enchiladas with Mr Cox 20 years ago at a dining club in Washington, where California Reaganauts gathered to plot the defeat of Communism. Die-hard Republican he may be, but I can think of nobody less likely to betray the public trust in such a way.

So one is tempted to ask if Mr Paulson and Mr Cox know something that we do not: whether other hedge funds are in the same sinking boat as Amaranth Advisers and Vega Asset Management, keel-hauled by bets on natural gas and bonds.

Or whether currency traders with record short positions on the Japanese yen and the Swiss franc are about to learn the perils of the Carry Trade, a high-stakes game of chicken where you bet against fundamentals with high leverage to make a quick profit. Everybody knows it will blow up if the dollar goes into free fall.

They had a fright last week when US growth for the third quarter came in at just 1.6pc, and new house prices plummeted 9.7pc year-on-year in the sharpest drop since the property crash of 1981.

The dollar dived from 119.65 to 117.57 yen in a heartbeat. With $2.9trillion of derivatives now trading daily on the currency markets alone – according to the Bank for International Settlements – is this the start of the most vicious short squeeze ever seen?

The futures markets have priced in a 77pc chance of a flawless soft-landing for America's obese economy, now living 7pc of GDP beyond its means off foreign creditors. They are counting on moderating oil prices, and – a contradiction? – another year of torrid world growth. Nice if you can get it.

They have not begun to price in the risk of recession, typically entailing a drop in the S&P 500 stock index of 28pc from peak to trough. Evidently, the equity markets assume the Fed can and will rescue them by slashing rates in time, if necessary.

They should examine a recent report by the New York Fed warning that whenever the yield on 10-year Treasuries has fallen below 3-month yields for a stretch lasting over three months, it has led to each of the six recessions since 1968.

The full crunch hits 12 months later as the delayed effects of monetary tightening feed through, even if the Fed starts easing frantically in the meantime. By then it is too late. "There have been no false signals," it said.

As of last week, the yield curve was inverted by 29 basis points, was continuing to invert further, and had been negative for over three and a half months. If the Fed is right this time, the recession of 2007 is already baked into the pie. Those speculative positions may have to be unwound very fast.

Hi, my name is Galen Loram – I’m fairly new to tribe, but had heard about it from a couple of friends, and thought I would poke my nose around. I’ve read a number of the postings here on the board, and thought I would add my own.

The company I am working on is a start-up, Inq Art. Our mission is to create an upscale chain of tattooing and piercing studios, catering to upper-middle class women who are 18-40 years old. In this $1-3B industry, women now account for 60% tattoos and 80% of piercings and have been the fastest growing demographic for years. 36% of this group of women already have tattoos, another 20% want them. Yet they are largely neglected by the current tattooing and piercing parlors that still cater to the clients of ten to fifteen years ago – bikers, sailors and punks.

Why, you might ask, does there need to be a chain of tattooing and piercing studios? After all, there are currently approximately 15,000 tattoo and piercing studios around the United States; surely some of them must have figured out how to serve the customer? Why are the women that we aim to serve so unhappy with the current batch of tattoo parlors? Far from fitting their needs and self-image, the current offerings are seedy at best and dangerous at worst. Walking into one of these parlors, a woman is faced with burly men who are tattooed and pierced from head to toe, heavy metal in the background, and the prospect of being tattooed in the lobby in full view of passers-by. We’re looking to bridge the gap between customer and service provider by opening a chain of upscale tattooing and piercing studios, complete with private rooms, registered nurses to provide piercings, chic décor, and tattoo artists who are both true artists and respectful to the customers.

Right now we are looking for Angel-level investment in order to open our first studio. To give a quick idea of where we are, we raised the seed level investment, and are looking for $750,000 to get the first studio off the ground, probably from a syndicate of angels. We have both an executive summary which we are happy to freely distribute and a full business plan for those seriously interested. We are located in Los Angeles, and have our first tattoo artist on board, as well as two full time folks, and a couple of mentor figures on the Board of Directors with substantial business experience. If you are curious to see the executive summary, don’t hesitate to drop me a message, either on tribe or at galen@inqart.com.

Thank you for taking the time to give this a read!
Has anyone here received funding in the last 12 months?

I'll start off:

I have started a business in the last year, and I have raised a good amount of money from mostly personal relationships that I already had, or because of my search through people that I knew.

One option that I did not know that I had was (I opened a bar) companies that fund bars and restaurants only. The problem with these groups is that the return to them is insane. Crazy. BUT! It allowed me to get open, and that was worth it.

Anyone else get funding in the last year?

Hi Michael,

Not sure if you’re looking for VC funding for RMT, or might just like the idea of being able to Q&A with VCs, but we just launched a little private category at Wondir where people can ask VC’s questions about venture and angel funding and VCs can jump in and respond anonymously or otherwise. Jeff Clavier, who’s in the center of the VC community in Silicon Valley, just blogged about it and invited his VC friends to jump in and answer. Anyway, thought I’d invite you. You can find it at http://www.wondir.com/partners/VC
The idea is for a chain of espresso primarily take-out cafes that would serve a very high-quality espresso product, and this would be a totally new concept for much of the UK. I have almost a decade of experience in owning and running cafes here in Seattle, and the opportunity to start one in the UK, where I could earn the pound is one that is just too much to pass up.

The google IPO will likely be successful is my guess. Even if it does not do really well the VC's will come out just fine.

As the google investment was made in 1999 and one of the two VC's had a fund that did a lot of investing that year, the google IPO will pretty much save the specific fund.

The point is that google is the home run that saves the specific fund. The fund is seriously in negative territory minus the google position.

We all think of VC's are really smart and really successful. I think it also takes a lot of guts to back a number of companies, completely lose all of your investment in most of companies in the hope that one of the investments will make it all worth while.
final stage funds may be the norm, but i am talking about financing an entire feature-length indie film. let's say the film prod budget was 1 mill, how much would a typical venture capitalist want in return and how fast do they want it back?

Most people have purchased something from a vending machine at one point or another in there lives. I've done the appropriate research and found a vending machine company that will not only provide high quality vending machines but, will provide great customer service and will greatly help in placing each and every machine. These machines have been designed to be used by offices that have 10 to 75 people in them or for businesses that have a moderate traffic flow. Do you know any places like that?
<p>
I need to raise $20,000 for the vending machine company and I want to raise an additional $15,000 to buy the equipment that I'll need to run this business here in Shreveport, LA. I am looking for 100 people to invest $350 each or any combination of investors to bring the total to $35,000. This will begin our business with 3 vending machines and each machine will make about $6550 per year (national average). It is my intention to pay 1/3 of the business income to the investors and 1/3 of the business income to adding more machines until we have 80 to 100 machines. At that point (about 9 to 10 years) I/we will decide how I/we will move forward. My projected growth rate will be as follows: 1 new machine the first year; 2 the next; 4 the 4th; 5 the 5th; 8 the 6th; 13 the 7th; 19 the 8th & 25 new machines the 9th year. At this point I should be paying out over $174,000 each year to those that have invested the $35,000 this year.

I REALLY GET BACK GOOD MONEY USING THE LAW OF GIVING AND RECEIVING!
I found this on a bulletin board and decided to try it. A little while back, I was browsing through newsgroups, just like you are now, and came across an article similar to this that said you could make thousands of dollars within weeks with only an initial investment of $6.00! So I thought, Yeah right, this must be a scam, but like most of us, I was curious, so I kept reading. Anyway, it said that you send $1.00 to each of the 6 names and address stated in the article. You then place your own name and address in the bottom of the list at #6, and post the article in at least 200 newsgroups. (There are thousands) No catch, that was it. So after thinking it over, and talking to a few people first, I thought about trying it. I figured: what have I got to lose except 6 stamps and $6.00, right? Then I invested the measly $6.00. Well GUESS WHAT!!... within 7 days, I started getting money in the mail! I was shocked! I figured it would end soon, but the money just kept coming in. In my first week, I made about $25.00. By the end of the second week I had made a total of over $1,000.00! In the third week I had over $10,000.00 and it's still growing. This is now my fourth week and I have made a total of just over $42,000.00 and it's still coming in rapidly. It's certainly worth $6.00, and 6 stamps, I have spent more than that on the lottery!! Let me tell you how this works and most importantly, why it works....Also, make sure you print a copy of this article NOW, so you can get the information off of it as you need it. I promise you that if you follow the directions exactly, that you will start making more money than you thought possible by doing something so easy! Suggestion: Read this entire message carefully! (print it out or download it.) Follow the simple directions and watch the money come in! It's easy. It's legal. And, your investment is only $6.00 (Plus postage)

IMPORTANT: This is not a rip-off; it is not indecent; it is not illegal; and it is virtually no risk - it really works!!!! If all of the following instructions are adhered to, you will receive extraordinary dividends.

PLEASE NOTE: Please follow these directions EXACTLY, and $50,000 or more can be yours in 20 to 60 days. This program remains successful because of the honesty and integrity of the participants. Do you think I would be wasting my time posting to 1000's of newsgroups like this one if it did not work. Please continue its success by carefully adhering to the instructions. You will now become part of the Mail Order business. In this business your product is not solid and tangible, it's a service. You are in the business of developing Mailing Lists. Many large corporations are happy to pay big bucks for quality lists. However, the money made from the mailing lists is secondary to the income which is made from people like you and me asking to be included in that list. Here are the 4 easy steps to success:
STEP 1: Get 6 separate pieces of paper and write the following on each piece of paper;PLEASE PUT ME ON YOUR MAILING LIST.Write your name and address. Now get 6 US $1.00 bills and place ONE inside EACH of the 6 pieces of paper so the bill will not be seen through the envelope (to prevent thievery). Next, place one paper in each of the 6 envelopes and seal them. You should now have 6 sealed envelopes, each with a piece of paper stating the above phrase, your name and address, and a $1.00 bill. What you are doing is creating a service. THIS IS ABSOLUTELY LEGAL! You are requesting a legitimate service and you are paying for it! Like most of us I was a little skeptical and a little worried about the legal aspects of it all. So I checked it out with the U.S. Post Office (1-800-725-2161) and they confirmed that it is indeed legal! Mail the 6 envelopes to the following addresses:

#1) B. Brown
1208 Steeple Ridge Ct
McKinney, Tx 75069 USA

#2) M. Lussier
3112 133A Ave
NW, Edmonton, AB T5A 2Z8

#3) C. Dixon
PO Box 1253
Commack, NY 11725

#4) S. Tenhagen
PO Box 715
Saline, MI 48176

#5) D. Beran
712 Dundas St,W
Whitby, Ontario, Canada, L1N 2N4

#6) J. Geathers
2282 Pineridge St
Orangeburg, SC 29118

STEP 2: Now take the #1 name off the list that you see above, move the other names up by DELETING the numbers next to them and changing it to one down so...(6 becomes 5, 5 becomes 4, etc...) and add YOUR Name as number 6 on the list.
(THINK ABOUT THIS: - THE FURTHER YOUR NAME IS TO THE BOTTOM, THE MORE MONEY YOU WILL MAKE - MAKE SENSE HUH? - YOUR NAME STAYS IN CIRCULATION - DON'T THINK THAT YOU CAN HURRY THE PROCESS BY PUTTING YOUR NAME IN THE FIRST SLOT - YOU ARE ACTUALLY STOPPING YOUR NAME FROM BEING CIRCULATED OVER AND OVER.)

STEP 3: Change anything you need to, but try to keep this article as close to original as possible. Now, post your amended article to at least 200 newsgroups. (I think there are close to 24,000 groups) All you need is 200, but remember, the more you post, the more money you make! This is perfectly legal! If you have any doubts, refer to Title 18 Sec. 1302 & 1341 of the Postal lottery laws. Keep a copy of these steps for yourself and, whenever you need money, you can use it again, and again.
PLEASE REMEMBER that this program remains successful because of the honesty and integrity of the participants and by their carefully adhering to the directions. Look at it this way. If you are of integrity, the program will continue and the money that so many others have received will come your way.
NOTE: You may want to retain every name and address sent to you, either on a computer or hard copy and keep the notes people send you. This VERIFIES that you are truly providing a service. (Also, it might be a good idea to wrap the $1 bill in dark paper to reduce the risk of mail theft.)
So, as each post is downloaded and the directions carefully followed, six members will be reimbursed for their participation as a List Developer with one dollar each. Your name will move up the list geometrically so that when your name reaches the #1 position you will be receiving thousands of dollars in CASH!!! What an opportunity for only $6.00 ($1.00 for each of the first six people listed above) Send it now, add your own name to the list and you're in business!

---DIRECTIONS ----- FOR HOW TO POST TO NEWSGROUPS------------
Step 1) You do not need to re-type this entire letter to do your own posting. Simply put your cursor at the beginning of this letter and drag your cursor to the bottom of this document, and select 'copy' from the edit menu. This will copy the entire letter into the computer's memory.
Step 2) Open a blank 'notepad' file and place your cursor at the top of the blank page. From the 'edit' menu select 'paste'. This will paste a copy of the letter into notepad so that you can add your name to the list. Step 3) Save your new notepad file as a .txt file. If you want to do your postings in different settings, you'll always have this file to go back to.
Step 4) Use Netscape or Internet explorer and try searching for various newsgroups (on-line forums, message boards, chat sites, discussions.)
Step 5) Visit these message boards and post this article as a new message by highlighting the text of this letter and selecting paste from the edit menu. Fill in the Subject, this will be the header that everyone sees as they scroll through the list of postings in a particular group, click the post message button. You're done with your first one! Congratulations...THAT'S IT! All you have to do is jump to different newsgroups and post away, after you get the hang of it, it will take about 30 seconds for each newsgroup! **REMEMBER, THE MORE NEWSGROUPS YOU POST IN, THE MORE MONEY YOU WILL MAKE!! BUT YOU HAVE TO POST A MINIMUM OF 200** That's it! You will begin receiving money from around the world within days! You may eventually want to rent a P.O.Box due to the large amount of mail you will receive. If you wish to stay anonymous, you can invent a name to use, as long as the postman will deliver it. **JUST MAKE SURE ALL THE ADDRESSES ARE CORRECT.**
Now the WHY part: Out of 200 postings, say I receive only 5 replies (a very low example). So then I made $5.00 with my name at #6 on the letter. Now, each of the 5 persons who just sent me $1.00 make the MINIMUM 200 postings, each with my name at #5 and only 5 persons respond to each of the original 5, that is another $25.00 for me, now those 25 each make 200 MINIMUM posts with my name at #4 and only 5 replies each, I will bring in an additional $125.00! Now, those 125 persons turn around and post the MINIMUM 200 with my name at #3 and only receive 5 replies each, I will make an additional $626.00! OK, now here is the fun part, each of those 625 persons post a MINIMUM 200 letters with my name at #2 and they each only receive 5 replies, that just made me $3,125.00!!! Those 3,125 persons will all deliver this message to 200 newsgroups with my name at #1 and if still 5 persons per 200 newsgroups react I will receive $15,625,00! With an original investment of only $6.00! AMAZING! When your name is no longer on the list, you just take the latest posting in the newsgroups, and send out another $6.00 to names on the list, putting your name at number 6 again. And start posting again. The thing to remember is: do you realize that thousands of people all over the world are joining the internet and reading these articles everyday?, JUST LIKE YOU are now!! So, can you afford $6.00 and see if it really works?? I think so... People have said, "e;what if the plan is played out and no one sends you the money? So what! What are the chances of that happening when there are tons of new honest users and new honest people who are joining the internet and newsgroups everyday and are willing to give it a try? Estimates are at 20,000 to 50,000 new users, every day, with thousands of those joining the actual internet. Remember: play FAIRLY and HONESTLY and this will really work.
Happy money making !!!

Hi. I'm working on a biz plan for importing custom electric guitars and electric violins under my own brand name (name not decided yet). Hoping to find capital to start, which will basically finance first order(s) of instruments and help for marketing and rent of retail storefront in my area (Charleston, SC). These will be mid and high quality instruments, most made in the same small factories used by well-known brands. I almost shelled out $1800 for info on sources, etc. from a person who has successfully started his own designer line of guitars but decided to discover these sources myself, and after a lot of searching I have.

Also, any expertise on import export freight forwarding would be just grand. Thanks!

utilizing a new method of energy conversion, or rather the change that occurs in the magnetic energy that passes through the windings can be achieved with out the use of commutator/ brushes, thereby eliminating unnessecary friction and increasing conversion ratios. I came upon this realization while trying to come up with an low power consumption servomotor for small hobby robotics application for a conceptual toy product I had envisioned. I belive there is great potential for this idea and thus am interested in finding a suitable investor to see development through to production and marketing.
